There are most likely more reasons not to start, than to just start.
- I am not sure which performance indicators or KPIs to use.
- I do not have all the measurement data available.
- I need buy-in from others.
All relevant attention points but to me not reasons not to start.
Performance management is like a journey. You start on a road (with some basic KPIs), and you will make some corners and turns (to adjust your KPIs), you will travel by foot or by train (to automate some measurement data), you will be lost (by not having the right data), and you will travel some parts alone, and some parts with other people (for buy-in).
If you lead the rest will follow. Have a successful journey.
I call this the perfectionist syndrome. I beleive that consitant measurement always leads to better measurement.
